Zero-Base reverses the working process of traditional budgeting. In ZBB, no reference is made to any previous level of expenditure. Every project is reviewed comprehensively and all expenditures are evaluated. ZBB is a technique, by which the budget request has to be justified in complete detail by a manager starting from the Zero-base. The Zero-base is indifferent to whether the total budget is increasing or decreasing.
